Maybe there isn't one. Maybe a lot of people are thinking a statewide handcount can be done when it can't.
In that case the SOS decision not to use the hand counted votes is VALID...and not arbitrary. She can simply say that counting a few dem counties or precincts is not a fair way to get the overall will of the people in FL.

There is now enough evidence of impropriety in hand counting Palm Beach to throw out the results. Broward may be Gores last hope.
Aren't the Dems suing Dade for a hand recount?
