Fraud and machine error (also maybe an act of God)are the only reasons for a hand recount that the Florida law says are legitimate, aren't they? That's why I thought they should have hammered it home more about the machines being in error because of the big difference between counts 1 and 2. They should have also mentioned that it was requested by one of the candidates.
