Naturally Harris is biased, but she knows her job and is not too gutless to do it. She is the only one in Florida who is attempting to bring this under control. She probably is well aware that people view her as biased. That's probably why she requested the letters from the counties and requested they justify the recounts.

Now she can point to that and say that "vote mining" is not sufficient justification to override the machine recounts, and her decision will be difficult for a judge to call "arbitrary".
