In the case of Newfoundland, the native population is a minority and cannot form the government so I do not believe the rights to the deposit will be given to the Innu. In the case of Voisey's Bay, it is the provincial government that is insisting on a local benefits agreement with certain terms before issuing development permits under existing laws and statutes. This is what happens when property rights(surface or sub surface) are no longer enforced by law and when governments ignore the rule of law for political purposes.
