MeDroogies...Voting in America

On November 7 all over the United States ballots were cast
for a vote for the next president of the United States.
Typically, each election a percentage of the ballots are rejected because they are cast incorrectly.
These ballots are thrown into the "trash".
(?Nationwide 5,000,000 = 5%?)

In a close election, such as this year, one party has exercised a strategy to go into the "trash cans" in predominantly their support areas.
By scraping the bottom of these "trash cans" they are hoping to find enough ballots for their candidate to turn the election their way.

Shouldn't this be crystal clear to everyone?

What about those "illegal" ballots?....guess that one
didn't fly.....time to try another method.
