If there were not technical malfunctions, either with the hardware or overall system (which includes the people involved), then how do we account for Gore’s recent acquisition of ninety-three additional votes? Did this happen because of unfairness, or because of a failure in the system? I don’t think unfairness has yet been alleged, so then perhaps we might assume the votes had not been counted because of some system failure. Other system failures may exist and in this case should be found. It is most critical they be found in this case because the vote is so close. Were it obvious that Bush is the selected candidate in Florida, then the machines would have sufficed. But it is not obvious, and so humans are needed to get to the truth.

The only precedent the hand count possibly establishes concerns cases where a state’s vote is very close. Many states already have this hand count rule and so I can scarcely see the harm it does for other states to adopt it.
