Nowhere in the law is a provision allowing a recount in counties that did not request a manual recount before a deadline, so there is no way the recount in those counties will take place, and the secretary of state is not going to accept them anyway. That much for a statewide recount. It can't happen.

Unless there is some plea bargain among all the parties involved to basically suspend Florid laws and make up new ones. Even if all this happened, it only takes 1 individual to challenge it all the way to supreme court, and there is no way supreme court can allow a wholesale disregard of the laws on the books.

There could be a room for maneuvering if there was some natural catastrophe, or other unforeseen event, but none of that happened.

Gore's offer was a pure PR ploy and it doesn't take much to see through it. He offered 1 option - statewide recount that is illegal and 2nd option which is for Bush to concede all points that Gore is trying to achieve through litigation.
