It was a "solicitation for corporate sponsorship" for a conference not a bill. I get solicitations for stuff everyday and most of it goes in the trash.

Here is what Crowe wrote:

"Based on these discussions, I and my staff believed and still believe that the payment was a prerequisite to my speaking at the conference. As a result I withdrew from participating in the event." (emphasis added)
