It no longer really matters what the Secretary of State said. The recounts can continue. If they show Gore has more votes after they are all counted - overseas and all - then there will be no un-ringing of the bell. The American People as well as the people of Florida will demand that Bush step aside. Whatever happens with Certification on Saturday is irrelevant if the vote totals after every thing is counted shows Gore the winner.
