I've worked on 8Ns. I'm guessing that the 9Ns have the live hydraulics that the 8Ns lacked. Ie, you can work the rear 3 point hook up without the PTO turning. There is a kit for the 8Ns.

A lot of the front buckets for those tractors have trip buckets. I've seen the 8Ns with hydraulic loaders but they use the power steering bracket to mount the pump. If you're going to use it mainly for digging leave your brush hog on the back or have them fill the tires with salt water for weight.

By mower are you talking about a rear brush hog or a belly mount finish mower? A belly mount can be a pain to put on and take off. Belts for a belly mower need to be hung and weighted to get some stretch to make putting them on easier.

The 8Ns go for $2,500 to $3,500 here depending on condition. Reconditioned can mean many things from new paint to an off the frame rebuild.
