I wouldn't say that Bush should concede, but I think in terms of his ability to govern he would have been much better off agreeing to a hand recount. That way, if he wins the recount he can say, look, the votes were recounted every conceivable way and I still won. And if he loses, he can say that the Democrats had to sue their way to the Presidency and then he could snipe at them as they preside over a likely economic decline.

The way he has acted has been an opportunity lost, and the public is rightly saying to the parties, "a pox on both your houses."
