It's the other way around: People in Europe will buy PCs if they want to upgrade to Windows 2000, because Windows 2000 will run too slow on their old PCs. They will not buy a new PC unless they need a new PC.

By the way: The tax-deduction of PCs is about to be removed over here in favor of tax-deduction on communication links between home and work. The idea is, that a new PC is only important for gaming, whereas high bandwidth data links are important for business.
