What use would that be to anyone? If someone wanted to vote on a stolen ballot card they would just punch out the numbers they wanted to get the votes. They wouldn't need the thing that holds the card would they? You'd have to ask the guy who stole it,but I'd assume it would help if you wanted to cleanly punchout a whole shitload of ballots.
