I think the judges are citing the existence of that other FL law, the one that says that manual recounts can be requested.

I know this is hard to believe, but every now and then, legislatures pass two laws(perhaps months or years apart), both of which are valid and on the books. However, both cannot be enforced simultaneously, sometimes because they are contradictory, sometimes because of time considerations. That is why people often go to court to obtain guidance on which one of the two will prevail and/or which ones(s) must be modified/repealed.

When you say "the judges have caved in to the thieves", do you think perhaps they were paid off?
