We have two-tier healthcare in México and it means exactly what you'd expect - those able to pay more get more and faster attention ... which is not always a good thing [don't get me started on doctors, lol] ... some of the government doctors are reputedly at least as capable as the private ones [one hears from nurses working for both], but the queues can be quite long, and the limits of resources tested frequently, often failing ... the system won't soon be upgraded to universal access due to lack of funds and now with the Fox administration lack of political will as well, but i think i would support it being made universal, if that was possible, the british and canadian systems are the best i've seen.
Tommy Douglas made medicare in this country, and he always envisioned it as a two-stage process - first establish access to it as an inalienable right of citizenship, then improve its efficiency by better coordinating its resources, through conference with all involved starting with doctors and nurses [if you want to know about anything medical, ask a nurse, imho, not a doctor] ... but we never got far into the second stage, and now popular wisdom is that the idea smacks of stalinist five-year-plan connotations, we may never.

Death penalty - i don't want my state taking human life when doing so is not directly vital to defending the borders ... period, firm on that ... you and i are likely among a majority of males in this country who would snuff the Olsons and Bernardos in a minute if assured of freedom from legal repercussions, but that is different - we are individuals ... it is an entirely separate matter when a state terminates a human life, i demand of the state of which i am a citizen that it rise above the impulse ... even before coming to the point that there are wrongfully convicted in our prisons, or the point that there is much to fear from a state which would have this degree of power ... i would warehouse them until natural death in the most economically efficient humane manner.
Young offenders - you can't long have a system where kids able to do crime know full well they cannot be punished for it, and that's the situation now to an extent ... on the other hand you don't want to go back to hanging twelve-year-olds for stealing bread ... finding the optimum course is a complex job, it almost certainly starts by eliminating any published age level before which an individual is deemed not responsible for his actions ... each case decided on its own circumstances ... but then you have the problem - Who decides? ... it's not ever going to be easy ... one thing is for sure - until the age at which a child is deemed responsible for his actions, the parents are responsible, and must be held so ... of course, you can't get sense out of a turnip, and many are rotten in the ground ... no, it's not ever going to be close to easy.
