What do you know about the regulations on these kinds of ships (ie the "hardware") here compared to around Europe?

They had a nasty spill that soiled the atlantic coast of France last year, and a tanker full of styrene went down in a storm recently. There's a lot of finger pointing and claims that they have too many floating garbage pails. The oil tanker last year was a rust bucket, no double compartments or any of the things I thought had been the norm for ages. Would we have even allowed such a ship near our coasts?
