I'd doubt a regular joe [or jane :)] would manipulate the chad with precision quickly [even if s/he were a card dealer in a casino <VBG>!] Even if she has really really sharp fingernail! Mind you, there are a few people staring at the handler at all times [from the pictures I see in papers or on the web.] I mean, these counters are not professionals.
