Clinton appealed to both groups - just enough.
It's true the states rights vs. people rights are largely urban vs. rural. The only reason the GOP can win is this electoral college law which gives small rural states a little more clout. This is the great divide in this country. Notice Gore still ahead in the popular vote even though if Florida falls he loses. Gore's DC smartness and sophistication actually played against him this election. Bush beat him for the good ole white boy swing voters. Clinton however really knows how to preach to the rural crowd. He sounds exactly like a Methodist minister and was able to take the Mississippi River states giving him the clear edge. Except for Iowa Gore could not take those states and even lost Tennesse. This could cost him the election.
