"They [GOP] are trying to steal this thing...." How can one steal something that they already have? At no point in the electoral college count has Gore had >=270. Under the initial FL count, Bush won. Under the FL recount, Bush won. Under the FL handcount for only Demacratic strongholds, the law (and now the courts) is saying enough. Give justification, otherwise it is just posturing. Gore has not at one time had a lead in FL after the initial ballots were counted. Not once. The only chance he had (yes had, not has) was to alter the count with selective hand-counting. Hmmmm.
