lml, the Florida Supreme Court no doubt will have another opportunity to provide some more clarification if it gets an appeal from the lower court decision, released earlier today. That decision indicated the Secretary of State could reasonably interpret the statutes to cut off further tallies after a certain amount of time, which she did.

There are several problems with this outcome, the most fundamental of which has to do with whether a cut-off prevented all the votes from being counted, and whether a decision on a cut-off made by the Bush campaign co-chair, in favor of Bush, was a conflict of interest. Undoutedly these and other issues will be resolved in higher courts. In the meantime, if Bush is certified the winner, and if no full recount of ballots rejected by the card readers is allowed, Bush will take office knowing that the Florida results sufficiently tainted the election outcome to make governing difficult, if not impossible.

Florida elections officials already have becoming an international laughing stock. A Canadian resident reports that Canadians are asking how many Florida election officials are required to change a light bulb. Answer--No one knows; they can't count.
