OT: I'm a long way removed the from minutiae of federal civil procedure and the current state of states rights, and I'm sure the Bush lawyers have their "best" arguments for why a Federal Court should intervene, but it wouldn't wash with me. Otoh, I'm a dispassionate observer.

As a Federal Court I would look at it and say the laws are quite clear, even Federal elections are to be administered by the states. This falls squarely within state administrative law and decisions, no relief granted to Bush, exit stage right.
