In 1987 it was found that ballots cast in predominantly black wards in the city of St. Louis were more than three times as likely to be improperly punched -- and therefore not counted -- as those cast in predominantly white wards. A federal judge subsequently ruled that the punch card system ``denies blacks an equal opportunity with whites to participate in the political process.
