Pure speculation, but another thing that would be interesting. The counties don't legally have to get their absentee votes in for a week.
I may be wrong on this, but I seem to recall that domestic absentee ballots need to be in by the election day, and only the votes from overseas residents have until 10 days after the election (which may be a federal law, instead of the state law).
If a Democratic county, in a partisan decision, decided to delay the submission, she couldn't certify the election, the manual counts could be completed, and then there would be another decision. I don't expect that to happen, just a random thought.
I think if a county fails to produce their results, their results just don't get counted, and the election can be certified without the county.
