TALLAHASSEE -- An aide to Secretary of State Katherine Harris issued
a
controversial legal opinion that stopped manual recounts in Palm
Beach and
Broward counties earlier this week after being contacted by an aide
to Gov. Jeb
Bush currently on leave to work for the presidential campaign of
George W. Bush.

Frank Jimenez, who is Jeb Bush's acting general counsel, said
Wednesday he
called Clay Roberts, the director of the state Division of Elections,
on Sunday and
asked Roberts why he hadn't issued a written opinion questioning the
legality of
the hand recounts. Roberts confirmed the conversation Wednesday.

``Jimenez asked if I had done a request from Burton,'' said Roberts,
referring to
Judge Charles Burton, chairman of the Palm Beach County canvassing
board. ``I
said I was working on it but hadn't gotten a request in writing.''

That evening, Florida Republican Party Chairman Al Cárdenas faxed a
request for
a written legal opinion.

Supporters of Democratic presidential candidate Al Gore have accused
Harris, a
co-chairof George W. Bush's Florida campaign, of coordinating her
actions with the Republican Party during the past week. Harris denied
the
charges in a brief statement Wednesday night.
