If she defies the order, she is in contempt of court. The Supreme Court of Florida has the authority to determine whether Ms. Harris acted arbitrarily in her decision; Courts rule on such matters all the time.

I don't think they'll rule that way; the judge's ruling this morning appeared legally sound to me. Make no mistake, however, she plays a dangerous game if she blatantly defies a Court order and certifies tomorrow; the Supremes would nullify that act in a heartbeat. She knows that, and won't do so.

None of this changes the fact that the Supremes must find that she acted arbitrarily if they are to overturn her decision and that of the judge this morning. That isn't likely.
