You are absolutely correct. If there are two punched choices the ballot will be voided. What everyone on both sides are not clearly saying is that the recount is not a particularly subtle procedure. For overvotes, if you were looking at the card the only thing you would be looking for is a card with one punched choice - if the choice is punched through, it will be added to that choices tally. That is it - very little subtlety is involved. It remains a statistical likelyhood based on the precinct sample and the fact that the overvotes were primarily Gore-Buchanan specific, that low 1000's of votes will be found for Gore.

For undervotes, I believe that these should only be counted if a choice is punched through. There was some indication that a local court said dimpled ballots could be counted as votes. We will have to see if that is true. If so that would statistically yield in the neighborhood of 100's of votes for the 7-9K undervotes. Because it is primarily a democratic county they would likely be for Gore. Those really should not be counted as you can't distinguish between the intent to vote and an aborted vote where the voter decided on 2nd thought not to vote.

But it's entirely likely that the Bush-Gore margin may be overturned by enough votes to be able to subtract out contested overvotes and undervotes. If that occurred it would indicate a relatively fair victory for Gore even though we are dealing in an election so close that a victory on either side is statistically meaningless. Rich
