Sure he can. The question is whether he chooses to or not. This is the reason why I think the "Reagan defense" of "he has advisors who take care of the details for him" is wrong. Even if Bush had read the law he signed, which is doubtful because his advisors are there to tell him whether something is good to sign or not, correct?, he is likely to have gone with whatever defense they crafted for him in the present debacle.

A chief executive of a country like the US does have to depend on advisors, the details are enormous. But Bush depends on them in a state like Texas which has a legislature that only meets every two years. If he is President, his advisors will need advisors, and so on ad infinitum.

Note: I don't like Bush, never have. A large amount of my opinions having to do with him stem from this. It is a deep seated visceral thing that really defies logic. Take this into account when reading my opinions with respect to him. I realize that many on this board feel the same about Gore, so be it. I didn't vote for him either.
