Harris ought to provisionally certify results and send them over to the gov. for signature. She could find herself in contempt of court. She has nothing to certify until the court passes on the question of whether hand counted ballots with partial punches are "legal ballots". If the court rules they are legal ballots, they move onto the question of whether the secretary is arbitrary in not considering them. Provisional certification would accomplish nothing towards the selection of electors because the court must first release the restraining order.
