As for the future, to know,
its easy if one identifies an event
that will require a future decision to be made

while one now knows of that future event to happen,

Future Event - USA Supreme Court to decide which prez vote count to use.
Available to Future Event(votes counted) - (1) overseas + absentees
are added to the bush ahead of gore by 300 votes. (2) hand counted
results added to those in (1).
Speculation for above, for (1) bush wins and for (2) gore wins.
The USA Supreme Court will make the decision on which vote count
represents the most accurate decision of the voting public in Florida.
Upfront the court will understand that the voting process used in Florida
had a margin of error that exceeded greatly those amounts used in other
information or data gathering methods, used for example when a bank collects
the days collected receipts from ATM machines, or when a Congressman
or Senator presses a mechanical button or flips a switch that then
activates an electrical pathway so that results are displayed.
For example,
using that Chad method used in Florida,
and scaled down to make it a simple examine.

For this simple case it was observed prior to the election
that in past elections the push rod would result in a chad

from the card surface, it was noted that in the case where only
1 or 2 corners were still attached, that in 90% of the time
for these, these chads did not "swing out" enough so that
when the light testing machine method was used only 10%
of these cards with their chad still attached and did not
fall away into a collection basket, registered as a vote.
At this point lets modify this example where the voting
mechanism will not allow both push rods to be pushed
so that a card with both chads pressed by the rod
will not occure.
so,
100 people vote
100 cards punched
10 cards had chads still attached with 1 2 3 or 4 corners
with the 4 that "woman" chad after 2-3 months and "showing"
of that 10 only 1 had the chad of 1 or 2 corners flipped over completely
so that the light said it was completely gone
ok
9 cards were rejected by the machine as in error and not counted
9 out of 100 to represent a maximum error possible of 9%
which is when they were all for either gore or bush
if gore or bush won by more than 9 votes,
then yes and true
by 9 votes,
then a tie possible
less than 9 votes,
then the less the more concern and need for a recount
in Florida,

then recount without question is needed and demanded

and that is the first question that has to be asked about EVIDENCE,

bottom line,
if those cards were available in condition as when collected
just after the cards were placed into those boxes upon the
collections where they were received just after the first
machine count was done, then yes a hand recount would
represent a better result than the 300 + overseas + absentees.
and gore would win
but major mistake was done by the gore team
mistake not to make the decision to tell the officials
in charge of the voting to leave untouched those cards
and only start the process to get a recount by hand
approved and decided upon if the methods already set forth
on the books have any hic-ups for the gore side.
