If machines were more reliable than hand counts, then state legislatures (like Texas') and governors (like GWB) wouldn't be drafting/signing legislation calling for hand counts to be the "last word" in deciding elections. Hand counts are permitted by the courts because some little old ladies can't punch out the chad completely from the voting card.

Let me also try to use an analogy to illustrate my point. When a football team runs the ball for a yard on fourth down, often the referee will stop the game and measure to see if the team did indeed gain the necessary yardage to earn a new set of downs. The chains are brought from the side of the field to where the ball is (just like they were in the 1930s), and the referee eyeballs the football and the steel pole.

The human eye determines which team won or last that round in the big game.

Voting machines are NOT in place because they are more accurate than human beings. They are in place because they provide a cheap, fast way to determine an election.
