Tier 1 Absentee - Yes we can accurately and fairly count their votes if they fill out the form and mark their ballot correctly. Tier 2 Voting Machine - These people pull a lever. The lever signals a vote or a non-vote for each place on the ballot. OK Tier3 Paper/Marked ballots If you put your mark next to a candidate then it counts - otherwise it doesn't.
