Why did Gore "offer" Bush a 'full state recount' after the legal deadline for requesting recounts had expired?

For that matter, why is Gore "offering" to meet with Bush (but not to negotiate) to negotiate the results of Florida election at all? Where do Florida election laws or federal election laws talk about the candidates negotiating the results of the election?
