From the Constitution:

Section 4. The United States shall guarantee to every state in this union a republican form of government, and shall protect each of them against invasion; and on application of the legislature, or of the executive (when the legislature cannot be convened) against domestic violence.

It is in practice a representative democracy. Not simply a democracy. The constitution clearly recognizes the right of the electors to vote for the presidency. It also recogzizes the states shall make the rules of their elections. Those rules can be changed by action of the congress when so voted.
