Several of my relatives were/are Republican party activists in Texas. It's a pretty regular thing to send out absentee ballots. Many military have texas residences because of the lack of income tax in that state. There is nothing illegal about getting out the vote, even absentee vote. If the recipient is not really paying attention to the stateside politics then it's easy for them to make mistakes on the ballot. The only problem comes in if someone tries to "correct" the ballots after they arrive.
