I have a question re: manual recounts.

Why is it necessary to inspect every punched card by hand?

If one thinks about how punch card reading machines operate, I think one can agree that if the machine says the vote is for a particular candidate, then it is so. I mean there is no hanging chad or any such stuff to consider here.

So why not just manually inspect only those punch cards that the machine did not count, i.e. found invalid for whatever reason.

That way the recount could be finished in a day.

Has this been addressed by anyone?
