Jim I disagree.
The Secretary of State had "discression" over whether or not to allow the recounts.
What if no time was allowed for recounts when a Florida law that allows recounts. We have two Florida laws that are in conflict.

Furthermore, I believe there must be sound reasons for this discressionary act. The woman is clearly biased, being on Bush campaign team for the entire state of Florida. Thus the decision, with NO REASONS GIVEN is clear conflict of interest with regards to her position as well as to the voters of the State of Florida.

Thus no new laws have to be created, and if it gets that far I hope the hell she is publicly chasticed and rebuked.
