No, If the Fla. court allows Gore to succeed in his quest to include his chosen territories alone, and he "wins" on that basis, and Federal courts won't overturn, and Gore still calls that "fair" and refuses to concede, Secretary Harris would certify as it stands now for Bush, guaranteed. Presuming Gore refused to concede and sends his electors to vote along with Bush's electors, even the Supreme Court cannot prevent Congress from being the final arbiter as to who gets to vote, if then necessary. Where there is disagreement over which candidate's electors go to vote, Congress decides.
