Then you need 3/4ths of the states to ratify it... The latter will not be easy since small states wouldn't want to give up the little power they have... As for the hate, IMHO, Gore chose to magnify it during the campaign and after the campaign. A lot of people don't appreciate seeing Lawyers decide their vote... The military didn't like Gore, now they like him a whole lot less... Jim
