The "alteration" consisted of allowing the Republican activists to hand write the voter identification number on the requests for ballots which omitted them. Hardly fraud, is it? Does the law require the person requesting the ballot to write on the number or can someone else look at their registration and put the number on for them? Hmmm?

Sounds like a ministerial task to me, and gives the ballots substantial compliance.
