Your argument is based on an assumption of intent, and the assumption of intent is based on your preconceived notion. You have no idea what you are talking about. The Republican's argument is based on case law and state statutes. Argue away, fool. We'll see if the Florida Supreme Court agrees with your logic. They have the power to change Florida law...we shall see if they decide they want to do it.
