Unfortuneately Jr. Bush does not agree. He thinks that a manual recount should be given a preference and he signed in 1997 the Texas Law that says so:

"A manual recount shall be conducted in preference to an electronic recount." Sec. 212.005 (d)

The law was passed to confirm the procedure that allowed a Republican legislator to overtake a Democrat and win a seat after the recount.
