Yes, it all fits together well, and is therefore probably true. However, I still don't understand why, if 1x chips are available now, and are pin compatible with previous versions making it possible to get them to market quickly, the carriers won't sell them until they start putting in infrastructure.

I can certainly see not advertising the 1x capabilities of the handsets at this point, but don't see why they shouldn't sell them. I must be missing something. Any ideas?
