That sounds reasonable, CB. The canvassing boards were only basing their decisions on known guidelines, so people should be careful before accusing them of bias. Many absentee ballots in Republican districts were also disallowed for the same reasons.

This is all a surprise to me, as I know very little law. Are you anticipating intervention under the doctrine of federal preemption if it is argued that other votes (such as manually recounted ones previously disallowed) are not included in the state totals?
