Chavez didn't decide to cap production only for economic reasons. Chavez is much closer to Castro than Clinton and rather enjoys the opportunity to work against U.S. interests.

During the devastating floods of a few years back, U.S. support ships with desperately needed heavy equipment were turned back because they were manned by U.S. soldiers and Chavez would rather let his people suffer than allow yanquis on Venezuelan soil. Don't bet on a Chavez-governed Venezuela coming to the rescue.
