Machines don't have goals when they count Machines have systematic errors. They are not by themselves biased, but the circumstance of punch machines being in democratic counties and the tendancy for punch machines to miss-count the hanging-chad and dimpled-chad ballots means that the systematic error has a bias. Only hand counting can approach fairness. There are more than enough observers and supervisors and TV cameras to preserve objectivity in the counters. TP
