Can Gore Win? Hand Counts May Tell

MIAMI (Reuters) - To win the White House, Vice President Al Gore (news - web sites) may need 931 votes.

Setting aside ferocious court battles and a looming Florida Supreme Court hearing on Monday, Democrats are hoping that tedious hand recounts in Florida's three most populous counties along the state's southeast coast will produce enough votes for Gore to surpass Texas Gov. George W. Bush (news - web sites).

The unanswered question: Do Democrat-leaning Miami-Dade, Broward and Palm Beach counties have 931 extra votes for Gore? Political analysts say it is possible. But it will be close.

``Literally, every ballot counts. We're down to that,'' said Lance deHaven-Smith, associate director of the Florida Institute of Government at Florida State University.
