I did not read any assertion of fraud into your post, but quite frankly, was at a loss as to why you felt a need to raise the issue of the postmarked ballot from Israel.

The issue here is due diligence and adherence to the letter of the law. I do feel it is appropriate to separate out those ballots that comply with the letter of the law from those that do not. Then, on a case by case basis determine whether those "disqualified" ballots comport with the spirit of the law and seek a ruling from the canvassing board, or court of jurisdiction, if necessary.
