Ellen,

I'll wade in here as I just heard a report from a liberal San Francisco station about the "military vote". The ballots in question are military ballots rejected by demo observers. It seems Florida law requires all absentee ballots have a postmark to be valid. Federal law does not require a postmark to be a valid ballot. Many times the military postal clerks collect the mail up until the time mail is picked up on ship and very often won't take the time to postmark outbound mail. As ships at sea have to be very flexible, collection times are on short notice and it's quite conceivable that many ballots will not have a postmark. So to answer your question, the specific ballots in question are military absentee ballots and they were tossed out on the postmark technicality by demo observers. Regards
