A number of commentators and scholars acknowledge the potential for accidental or purposeful abuse of hand counts just as they do with with machine tabulations. As two Sun Microsystems engineers pointed out the other evening on News Hour, and others have noted in the links I provided earlier, the best safe guard available in hand recounts is to have ballot counters watched by representatives from both of the contesting parties. This is the way it's done (1) on election day in every precinct in America, where both parties send poll watchers; (2) in every precinct where a recount by hand is done; and (3) in the Florida counties at issue here.
