Don't you know that perceptions are the foundation of most paradigms and those "pesky, stubborn facts" just seem to get in the way?

In the grand scheme, it is Usually foreign and domestic "events" that most significantly impact on the presence of deficits/surpluses. However, that is not to say that policy actions cannot change the MAGNITUDE of those broad directional changes.

Though I do find it surprising that the improvement that commenced in Fiscal Year 1994 (Clinton's 1st budget) is noteworthy.
